SRC-DPW S.B. 558 76(R) BILL ANALYSIS Senate Research Center S.B. 558 76R4742 KLA-DBy: Lucio Human Services 3/22/1999 As Filed DIGEST Currently, the Texas Department of Protective and Regulatory Services provides information regarding to Shaken Baby Syndrome (SBS) to child care providers. The Shaken Baby Alliance reports that 1,000 to 3,000 babies are diagnosed with SBS annually and the Texas Department of Health cites two deaths attributable to SBS in Texas during 1997. This bill would set forth training requirements regarding SBS and early childhood development for staff members of licensed child-care facilities. PURPOSE As proposed, S.B. 558 sets forth training requirements for staff members of licensed child-care facilities. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 42.0426, Human Resources Code, to require a licensed child-care facility to provide eight hours of training for staff members with no previous employment experience in a licensed child-care facility, and 15 hours of annual training for each staff member. Sets forth required criteria for initial and annual training for staff members. Requires a licensed facility to provide training regarding infant care to staff members who provide care for infants. Requires the infant care training to include additional initial and annual training and one additional hour of annual training on shaken baby syndrome, sudden infant death syndrome, crying infants, and early childhood brain development. Makes conforming changes. SECTION 2. Effective date: September 1, 1999. SECTION 3. Emergency clause.
