DIGEST 

Currently, Texas law regulates student fees charged by Texas Tech
University. S.B. 562 increases student fees charged by Texas Tech
University for operating, maintaining, and improving the University Center,
if approved by a majority vote of the students participating in a general
election.  

PURPOSE

As enrolled, S.B. 562 increases student fees charged by Texas Tech
University for operating, maintaining, and improving the University Center,
if approved by a majority vote of the students participating in a general
election. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 54.524(a), Education Code, to provide that if
approved by majority vote of those students participating in a general
election held at the university for that purpose, the maximum amount of the
fee that may be charged at the university is increased to the amount stated
on the ballot proposition, not to exceed $100 for each semester or term.
Provides that approval as required by this subsection of an increase in the
maximum amount of the fee that may be charged does not affect the
application of this subsection to an increase in the amount of the fee
actually charged from one academic year to the next. Authorizes the amount
of the fee to be changed at any time within the limits specified by this
subsection in order to provide sufficient funds to support the center. 

SECTION 2  Provides that this Act applies beginning with the fall semester
of 1999. 

SECTION 3. Emergency clause.
                      Effective date: upon passage.
