DIGEST 

Currently, Texas law regulates student fees charged by Texas Tech
University. The maintenance, operation and improvement of the Texas Tech
University Center is funded through a student fee, which is legislatively
capped at $50 for each regular semester and $25 for each summer session.
S.B. 562 increases student fees charged by Texas Tech University for
operating, maintaining, and improving the University Center.  

PURPOSE

As proposed, S.B. 562 increases student fees charged by Texas Tech
University for operating, maintaining, and improving the University Center. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 54.524(a), Education Code, to authorize the board
of regents of Texas Tech University to levy a regular fixed student fee not
to exceed $75, rather than $50, per student for each semester of the long
session and not to exceed $37.50, rather than $25, per student for each
term of the summer session, or any fractional part thereof, as may in their
discretion be just and necessary for the sole purpose of operating,
maintaining, and improving the University Center. 

SECTION 2  Provides that this Act applies beginning with the fall semester
of 1999. 

SECTION 3. Emergency clause.
                      Effective date: upon passage.
