SRC-AXB S.B. 607 76(R)BILL ANALYSIS Senate Research CenterS.B. 607 By: Fraser Veterans Affairs 3/1/1999 Committee Report (Amended) DIGEST The 75th Legislature established the Strategic Military Planning Commission (SMPC) to develop a pro-active statewide strategy to prevent future defense closures and realignments. The SMPC developed a master plan as a starting point for accomplishing these goals. A careful study of defense-related work in Texas will indicate the emergence of new high-tech opportunities. Maintenance of a database of contractors who perform such work could lead to a review which would retain and attract additional defense-related business to Texas. S.B. 607 is a recommendation from the master plan, and would require the Office of Defense Affairs to develop and maintain a database of certain contractors who perform defense-related work in this state. PURPOSE As proposed, S.B. 607 requires the Office of Defense Affairs to develop and maintain a database of all prime contractors and subcontractors who perform defense-related work in Texas. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 481.0065, Government Code, by adding Subsection (d), as follows: (d) Requires the Office of Defense Affairs to develop and maintain a database of all prime contractors and subcontractors who perform defense-related work in Texas. SECTION 2. Effective date: September 1, 1999. SECTION 3. Emergency clause. SUMMARY OF COMMITTEE CHANGES SECTION 1. Amends Section 481.0065(d), Government Code, to clarify that database requirements include names and public business information, rather than other relevant information, concerning certain contractors.
