DIGEST 

The 75th Legislature established the Strategic Military Planning Commission
(SMPC) to develop a pro-active statewide strategy to prevent future defense
closures and realignments.  The SMPC developed a master plan as a starting
point for accomplishing these goals.  A careful study of defense-related
work in Texas will indicate the emergence of new high-tech opportunities.
Maintenance of a database of contractors who perform such work could lead
to a review which would retain and attract additional defense-related
business to Texas.  S.B. 607 is a recommendation from the master plan, and
would require the Office of Defense Affairs to develop and maintain a
database of certain contractors who perform defense-related work in this
state. 

PURPOSE

As proposed, S.B. 607 requires the Office of Defense Affairs to develop and
maintain a database of all prime contractors and subcontractors who perform
defense-related work in Texas. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 481.0065, Government Code, by adding Subsection
(d), as follows: 

(d)  Requires the Office of Defense Affairs to develop and maintain a
database of all prime contractors and subcontractors who perform
defense-related work in Texas. 

SECTION 2.  Effective date:  September 1, 1999.

SECTION 3.  Emergency clause.

requirements include names and public business information, rather than
other relevant information, concerning certain contractors.
