SRC-JJJ S.B. 608 76(R) BILL ANALYSIS Senate Research Center S.B. 608 76R5005 KEL-DBy: Fraser Education 3/8/1999 As Filed DIGEST Currently, the Strategic Military Planning Commission developed a master plan, as part of a proactive statewide strategy to prevent future defense closures and realignments, as a starting point far a long-term effort by the state to address the issues that are vital to the defense community in Texas, including quality of life issues. S.B. 608 would exempt any active duty military personnel who is not seeking a degree from the requirements of the Texas Academic Skills Program. PURPOSE As proposed, S.B. 608 exempts certain military personnel from the requirements of the Texas Academic Skills Program. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 51.306(r), Education Code, to establish that this section does not apply to a student who is not seeking a degree, and who is a citizen of a country other than the United States, or is serving on active duty as a member of the United States armed forces. Makes a conforming change. SECTION 2. Amends Section 51.3061(g), Education Code, to make conforming changes. SECTION 3. Provides that changes in law made by this Act take effect beginning with the 1999 fall semester. SECTION 4. Emergency clause. Effective date: upon passage.
