DIGEST 

Currently, the three district courts of Williamson County are backlogged to
the point that only the creation of additional courts can relieve the
situation.  Since 1991, the year of the most recent court addition, this
county's population has increased over 50 percent, and recent estimates
indicate that it will increase nearly 400 percent in the next 25 years.
S.B. 610 creates the 413th Judicial District composed of Williamson County. 

PURPOSE

As proposed, S.B. 610 creates the 413th Judicial District composed of
Williamson County. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Chapter 24C, Government Code, by adding Section 24.558,
as follows: 

Sec.  24.558.  413TH JUDICIAL DISTRICT (WILLIAMSON COUNTY).  Provides that
the 413th Judicial District is composed of Williamson County. 

SECTION 2.Creates the 413th Judicial District.
  Effective date:  September 1, 1999.

SECTION 3.  Emergency clause.
