SRC-JJJ S.B. 622 76(R) BILL ANALYSIS Senate Research Center S.B. 622 By: Luna Education 4/12/1999 As Filed DIGEST In 1993, the State Board of Education proposed what became the extended year program as included in S.B. 7, 73rd Legislative Session. The extended year program recently underwent an independent evaluation and found that the program saved the state and school districts $1.5 billion in long-term educational costs. S.B. 622 establishes funding regarding schools with extended year programs. PURPOSE As proposed, S.B. 622 establishes funding for schools with extended year programs. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 42.005(a), Education Code, to establish the calculation for computing the average daily attendance and for each day approved by the commissioner for an extended year program. SECTION 2. Amends Section 29.082(a), Education Code, to require a school district to use the amount of revenue generated under Section 42.005(a) as a result of the district having an extended year program for certain purposes. Makes a nonsubstantive change. SECTION 3. Provides that this Act takes effect beginning with the 1999-2000 school year. SECTION 4. Emergency clause. Effective date: upon passage.
