BACKGROUND AND PURPOSE 

Current law allows public high school students to have the option of
participating in dual credit courses.  These courses allow students to
receive credit at both the high school and junior college level, allowing
students to get a head start on college course work while also fulfilling
high school graduation requirements.  S.B. 636 expands the dual enrollment
program to students enrolled at accredited private high schools. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 130.008, Education Code, as follows:

Sec. 130.008.  New title:  CONCURRENT ENROLLMENT AGREEMENT WITH PUBLIC OR
PRIVATE HIGH SCHOOL.  Authorizes a public junior college, under an
agreement with a private high school accredited by an organization approved
by the commissioner of education for private school accreditation, to offer
a course in which a student attending the private high school may
simultaneously receive both course credit toward the student's high school
academic requirements for graduation and course credit as a student of the
junior college, if the student has been admitted to the college or becomes
eligible to enroll in and is subsequently admitted to the college.  Makes
conforming changes. 

SECTION 2.Emergency clause.
  Effective date: upon passage.
