SRC-AXB S.B. 637 76(R)BILL ANALYSIS Senate Research CenterS.B. 637 By: Brown State Affairs 3/14/1999 Committee Report (Amended) DIGEST Currently, Section 51.9335, Education Code, enabling medical and dental units to acquire necessary goods and services by following "best value" standards, is slated to expire September 1, 1999. Since enactment of that law, increased management efficiency and flexibility through freedom from regulation has been achieved, resulting in a savings of both time and money. S.B. 637 limits this law's application regarding certain professional services, and deletes the expiration date of the law. PURPOSE As proposed, S.B. 637 limits the application of Section 51.9335(f), Education Code, and deletes the expiration date of the law relating to the acquisition of goods and services by certain medical and dental units. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 51.9335(f), Education Code, to provide that this section does not apply to professional services subject to Chapter 2254A, Government Code. Deletes this section's expiration date. SECTION 2.Emergency clause. Effective date: 90 days after adjournment. SUMMARY OF COMMITTEE CHANGES SECTION 1.
