DIGEST 

Currently, the City of El Paso has completed a feasibility study for an El
Paso-based transportation hub. The El Paso region is strategically located
in the IH-25 Trade Corridor and some believe that a transporation hub will
be an economic catalyst for the El Paso region.  This bill will authorize
any city along the Texas-Mexico border with a population of more than
500,000 to establish not-for-profit corporations and cooperative
associations for the purpose of creating and developing intermodal
transportation hubs to stimulate economic development. 

PURPOSE

As enrolled, S.B. 681 authorizes cities located on the Texas-Mexico border
with populations over 500,000 to establish not-for-profit corporations or
associations to develop intermodal transportation hubs. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 380.001, Local Government Code, by adding
Subsection (c), as follows: 

(c) Authorizes any city located on the Texas-Mexico border with a
population of more than 500,000 to establish not-for-profit corporations
and cooperatives to create an intermodal transportation hub. Authorizes the
intermodal hub to function as an international intermodal transportation
center and may be colocated with local, state, or federal facilities and
with facilities in Mexico. 

SECTION 2. Effective date: September 1, 1999.

SECTION 3. Emergency clause.
