DIGEST 

Currently, Texas teachers earn $6,000 less than the national average,
annually.  Surveys have shown that some teachers leave the classroom for
better paying jobs and have two jobs to support families. This bill would
reward certain teachers by increasing the minimum salary a total of $6,000
over the next biennium. 

PURPOSE

As proposed, S.B. 695 provides for an increase in the salaries for public
school classroom teachers and librarians, using a formula for computing,
which takes experience into account. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 21.402, Education Code, by amending Subsection
(a) and adding Subsections (g) and (g-1), to provide that for the 2000-2001
school year, a school district must pay each classroom teacher or full-time
librarian at least a minimum monthly salary that is $6,000 greater than the
minimum monthly salary required to be paid for the 1998-1999 school year
under this section. Requires school district to pay the minimum monthly
salary unless the computation required under Subsection (a) results in a
greater amount.  Provides that, for the 1999-2000 school year, each teacher
and full-time librarian must be paid a minimum monthly salary that is
$3,000 greater than the minimum monthly salary required to be paid for the
1998-1999 school year.  Provides Subsection (g-1) expires September 1,
2000.  Makes a conforming change. 

SECTION 2.Emergency clause.
  Effective date: upon passage.
