SRC-PNG S.B. 723 76(R) BILL ANALYSIS Senate Research Center S.B. 723 76R4383 JSA-DBy: Zaffirini Finance 4/8/1999 As Filed DIGEST The Academy of Foreign Languages and Cultures was established by legislation in 1993 as a response to a 1991 report to the governor and the legislature that presented a long-term plan for foreign language training, international studies, and educational exchange in Texas. The academy is administered by the Texas Council for the Humanities, a member of the Federal/State Partnership of the National Endowment for the Humanities. The academy needs state support to become active and accomplish its goals of providing scholarships, exchange programs and research opportunities for teachers. This bill would remove the prohibition against using general revenue funds for the academy. PURPOSE As proposed, S.B. 723 repeals Section 2, Chapter 609, Acts of the 73rd Legislature, Regular Session, 1993, regarding the prohibition against using general revenue funds for the Academy of Foreign Languages and Cultures. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Repealer: Section 2, Chapter 609, Acts of the 73rd Legislature, Regular Session, 1993 (regarding the prohibition against the use of general revenue for costs related to the implementation of the Act establishing the Texas Academy of Foreign Languages and Culture). SECTION 2. Emergency clause. Effective date: upon passage.
