DIGEST 

Currently, the number of non-school sponsors of the summer food service
program is decreasing. Between 1995-1998, the number of non-school sponsors
had declined by 23 percent.  The participation of non-school sponsors
becomes more important in July and August, but because there are so few
sponsors, the number of meals served during these months declines
dramatically.  Last summer, only 13 percent of eligible children ate summer
food service program meals. Approximately 30 percent of all Texas children
are hungry, or are at risk of suffering from hunger. S.B. 800 creates
provisions for enhancing and increasing participation in the summer food
service program.  

PURPOSE

As proposed, S.B. 800 creates provisions for enhancing the summer meal
preparation program. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 33.024, Human Resources Code, by adding
Subsections (k)-(m), as follows: 

(k) Requires the state agency designated to cooperate with the federal
government in administering the distribution of federal surplus commodities
and other resources (distributor) to develop and implement an outreach
program to increase participation in the summer program.  Sets forth
required outreach program guidelines.  

(l)  Requires the outreach program to target certain populations with the
highest percentage of eligible children.  Sets forth the required outreach
program format. 

(m)  Requires the distributor to administer a grant program which awards a
financial supplement for each meal served from funds dedicated to that
purpose in order to encourage summer program meal preparation sites. 

SECTION 2.  Effective date:  September 1, 1999.
