DIGEST 

Currently, Section 311.008, Tax Code does not define "educational
facilities."  S.B. 824 will establish provisions regarding the powers of
municipalities that have created certain reinvestment zones. 

PURPOSE

As enrolled, S.B. 824 establishes provisions regarding the powers of
municipalities that have created certain reinvestment zones. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 311.008, Tax Code, to define  "educational
facilities."  Authorizes a municipality to exercise any power necessary and
convenient to carry out this chapter, including acquisition, construction,
or reconstruction of educational facilities in a reinvestment zone created
on or before September 1, 1999.  Makes conforming changes. 

SECTION 2.  Emergency clause.
  Effective date: upon passage.
