DIGEST 

Currently, the comptroller of public accounts publishes a wide variety of
reports on an Internet site, but is not required to do so.  The required
posting of reports would enable more members of the public to have access
to fiscal and policy analyses.  This bill would require the comptroller of
public accounts to publish on an Internet site all reports prepared by the
office that are considered public information. 

PURPOSE

As proposed, C.S.S.B. 853 requires the comptroller to publish certain
reports and information on the comptroller's Internet site. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Chapter 403B, Government Code, by adding Section
403.0115, as follows: 

Sec. 403.0115. REPORTS PUBLISHED ON INTERNET. Requires the comptroller to
promptly publish each report published by the comptroller and public
information subject to disclosure under the open records law, Chapter 552,
on the comptroller's Internet site. 

SECTION 2. Effective date: September 1, 1999.

SECTION 3. Emergency clause.

promptly publish each report published by the comptroller on the
comptroller's Internet site.
