DIGEST 

Currently, Texas law does not require school districts to give timely
notice to parents if a student's performance in a foundation curriculum
course, such as English or math, is consistently unsatisfactory.  Notice is
only required to be given once every twelve weeks regarding a student's
performance in each class or subject.  S.B. 858 would establish written
notice to certain parents of a public school student's unsatisfactory
performance. 

PURPOSE

As proposed, S.B. 858 establishes written notice to certain parents of a
public school student's unsatisfactory performance. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Sections 28.022(a) and (b), Education Code, to require
the board of trustees of each school district to adopt a policy that will
include a requirement for the district, at least once every three weeks, to
give written notice to a parent of a student's consistent unsatisfactory
performance in a subject included in the foundation curriculum.  Makes
conforming changes. 

SECTION 2.  Provides that this Act applies beginning with the 1999-2000
school year. 

SECTION 3.  Emergency clause.
            Effective date: upon passage.
