DIGEST 

Currently, Texas law does not provide school districts with the ability to
waive required enrichment curriculum courses if a middle school or high
school student performs unsatisfactorily on the math portion of an
assessment instrument.  School districts should be given the ability to
allow a student in middle school or high school to complete a remedial math
course instead of a required enrichment course curriculum course if the
student performs unsatisfactorily on the math portion of an assessment
instrument.  S.B. 910 would establish curriculum requirements regarding
math proficiency for certain public school students. 

PURPOSE

As proposed, S.B. 910 establishes curriculum requirements for certain
public school students. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Authorizes a student, in accordance with rules adopted, to
allow a student in middle, junior high, or high school to complete a
remedial mathematics course instead of a required enrichment curriculum
course if the student performs unsatisfactorily on the mathematics portion
af an assessment instrument. 

SECTION 2.  Provides that this Act applies beginning with the 1999-2000
school year. 

SECTION 3.  Emergency clause.
            Effective date: upon passage.
