SRC-AXB S.B. 923 76(R) BILL ANALYSIS Senate Research Center S.B. 923 By: Wentworth State Affairs 3/29/1999 As Filed DIGEST Currently, a licensed driver age 18 or older who accompanies a student driver can be asleep without violating the statute. Current law requires accompaniment, rather than supervision from the accompanying driver. S.B. 923 increases the level of required responsibility from the accompanying driver by requiring supervision, rather than accompaniment. PURPOSE As proposed, S.B. 923 entitles a vehicle operator holding an instruction permit holder to drive while being supervised by, rather than accompanied by, a certain person occupying the seat by the operator. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 521.222(d), Transportation Code, to entitle the holder of an instruction permit to drive on a highway while being supervised by, rather than accompanied by, a certain person occupying the seat by the operator. SECTION 2. Effective date: September 1, 1999.
