DIGEST 

Currently, Texas law allows overweight trucks to transport cargo from the
Gateway International Bridge in Brownsville to the Port of Brownsville for
a fee.  The fee is used in part for repair and maintenance of the state
roads used in the process.  S.B. 934 will allow overweight trucks to use
another bridge, the Veterans International Bridge, that has been completed,
and is capable of alleviating much of the current truck traffic until the
direct port link is complete. 

PURPOSE

As enrolled, S.B. 934 provides for the issuance of permits for overweight
vehicles in certain counties for certain time periods. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 623.214(b), Transportation Code, to require
certain fees collected to provide funds for payments provided for under
Section 623.213 less administrative costs which shall not exceed 15
percent, rather than 10 percent, of the fees collected.   

SECTION 2.  Amends Section 623.215(a), Transportation Code, to include  in
a permit issued under this subchapter a statement of cargo being
transported over certain international bridges and the Port of Brownsville
on State Highways 48 and 4  and United States Highways 77 and 83.  Requires
that the cargo be transported between the international bridges and the
Port of Brownsville over the most direct routes.  Makes conforming changes.

SECTION 3.  Amends Section 623.219, Transportation Code, to provide that
this Act expires March 1, 2005, rather than 2001. 

SECTION 4.  Emergency clause.
            Effective date: upon passage.
