DIGEST 

Currently, Texas law requires a student vote for any increases under
certain authorizations.  An increase in the maximum authorization for the
student bus service fee at Southwest Texas State University was requested
by the students to provide for additional bus service.  This bill would
increase the maximum authorization for the current student bus service fee
at Southwest Texas State University from $30 to $46 per long semester and
from $15 to $23 per summer term. 

PURPOSE

As proposed, S.B. 940 establishes certain limitations for fees charged to
students to cover the costs of operating bus services for Southwest Texas
State University. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 54.511(b), Education Code, to prohibit fees
charged for covering operating costs of the bus services at Southwest Texas
State University from exceeding $46, rather than $30, per semester, and
$23, rather than $15, per six-week summer term. 

SECTION 2. Provides this Act applies to fees imposed in the 1999 fall
semester. 

SECTION 3.Emergency clause.
  Effective date: upon passage.
