DIGEST 

Currently, there is a backlog for existing district courts in Denton
County, and lawyers and litigants concerned with family matters compete
with criminal cases.  S.B. 949 creates a new judicial district in Denton
County devoted to family matters. 

PURPOSE

As proposed, S.B. 949 creates the 422nd Judicial District composed of
Denton County, and requires the 422nd District Court to give preference to
family law matters. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Chapter 24C, Government Code, by adding Section 24.567,
as follows: 

Sec.  24.567.  422ND JUDICIAL DISTRICT (DENTON COUNTY).  Provides that the
422nd Judicial District is composed of Denton County, and requires the
422nd District Court to give preference to family law matters. 

SECTION 2.Creates the 422nd Judicial District.
  Effective date:  September 1, 1999.

SECTION 3. Emergency clause.
