SRC-ARR S.B. 987 76(R) BILL ANALYSIS Senate Research Center S.B. 987 76R5953 DWS-FBy: Ratliff Infrastructure 3/22/1999 As Filed DIGEST Currently, several organizations across Texas have designed their own specialty license plates to help generate awareness and raise money for a particular goal. S.B. 987 creates the Texas Young Lawyers Association license plates, part of the cost of which will be deposited into the Texas Legal Aid Fund to help provide free legal services to the indigent. PURPOSE As proposed, S.B. 987 creates the Texas Young Lawyers Association license plates. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 502F, Transportation Code, by adding Section 502.299, as follows: Sec. 502.299. TEXAS YOUNG LAWYERS ASSOCIATION LICENSE PLATES. Requires the Texas Department of Transportation (department) to issue specially designed Texas Young Lawyers Association license plates for passenger cars and light trucks. Requires the plates to bear the words "And Justice For All" and be of a color, quality, and design approved by the Texas Young Lawyers Association in consultation with the department. Requires the department to issue the license plates to certain persons. Requires the department, of each fee collected under this section, to deposit $25 to the credit of the basic civil legal services account established under Section 51.903, Government Code. Requires the owner to return the special license plate to the department, if the owner of a vehicle registered under this section disposes of the vehicle during the registration year. SECTION 2. Effective date: September 1, 1999. SECTION 3. Emergency clause.
