Currently, the University of Texas-Pan American is restricted to acquire
only land that is contiguous or adjacent to the main campus. Residential
and commercial real estate speculation is driving the real estate prices of
adjacent and surrounding land tracts higher, resulting in high land
acquisition costs. S.B. 989 would remove the contiguous or adjacent land
purchase restriction application to the University of Texas-Pan American.
PURPOSE
As proposed, S.B. 989 removes the contiguous or adjacent land purchase
restriction application to the University of Texas-Pan American.
RULEMAKING AUTHORITY
This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency.
SECTION BY SECTION ANALYSIS
SECTION 1. Amends Section 77.15(a), Education Code, to delete the provision
requiring the University of Texas-Pan American to purchase only land that
is contiguous or adjacent to the main campus of the university in Edinburg,
Texas.
SECTION 2. Emergency clause.
Effective date: upon passage.
