DIGEST 

Currently, the Harris County Hospital District (district) is in a
transitional phase. The chief executive officer of the district has
resigned her position, effective later this year. The commissioners court
appointed the majority of the district's board of managers. The changes in
health care require the district to be reviewed to determine its future
direction. S.B. 995 would create a commission to examine the district, and
would require a report of the findings to be submitted to the legislature
by November 1, 2000.  
 
PURPOSE

As proposed, S.B. 995 creates a commission to study the Harris County
Hospital District. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. COMMISSION TO STUDY AND REPORT ON HARRIS COUNTY HOSPITAL
DISTRICT. Defines "commission" and "district." Provides that a commission
is created for the district to assist this state in studying that district.
Sets forth commission members. Provides that a member of the commission
serves at the will of the appointing person. Requires the governor to
appoint a public member of the commission to serve as presiding officer,
and members of the commission to elect any other necessary officers.
Requires the commission to meet at the call of the presiding officer.
Provides that a member of the commission receives no compensation for
serving on the commission. Requires the commission to study certain areas
of a district. Requires the commission to file a report containing the
results of the study under Subsection (h) of this section with the
governor, lieutenant governor, and speaker of the house of representatives,
no later than November 1, 2000. 

SECTION 2. APPOINTMENTS. Requires each appointment to a study commission
created under this Act to be made by July 1, 1999. 

SECTION 3. Emergency clause.
           Effective date: upon passage.
