DIGEST 

Currently, the Lyndon B. Johnson Space Center (JSC) provides degree-related
paid employment to about 150 college students annually.  A student's work
tours are alternated with periods of full-time study at a the student's
college or university.  This bill authorizes the state to expand the
federal college and university level cooperative education programs at
NASA-JSC, and allows the state to create a high school cooperative
education program at the facility. 

PURPOSE

As enrolled, S.B. 1026 authorizes certain educational institutions to
establish cooperative programs to employ students at the Lyndon B. Johnson
Space Center. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Chapter 111E, Education Code, by adding Sections 111.86
and 111.87, as follows: 

Sec. 111.86. HIGH SCHOOL COOPERATIVE EDUCATION PROGRAM.  Authorizes the
University of Houston-Clear Lake (university) to establish and coordinate a
cooperative program of one or more school districts under which certain
high school students may be employed by the university to work at the
Lyndon B. Johnson Space Center of the National Aeronautics and Space
Administration (JSC) on a part-time or full-time basis during certain times
of the school year.   Requires JSC to place, supervise, and evaluate each
participant in the cooperative program and ensure that students enrolled in
the program perform work related to certain fields of study. Requires
school districts, in cooperation with the State Board of Education, to
determine the number and type of credits given for participation in the
program.  Authorizes the university to use state funds, gifts, grants and
donations for establishing and coordinating the program.  Requires the
university to use money received in accordance with this subsection to pay
costs associated with the cooperative program. Provides that a student is
considered to be attending school for the purposes of Section 25.085, while
working at JSC during regular school hours. 

Sec. 111.87. JUNIOR COLLEGE COOPERATIVE EDUCATION PROGRAM.  Authorizes the
university to establish and coordinate with one or more junior college
districts under which junior college students may be employed by the
university to work at JSC on a parttime or full-time basis.  Requires JSC
to place, supervise, and evaluate each participant in the cooperative
program and ensure that students enrolled in the program perform work
related to certain fields of study.  Requires the district, in cooperation
with the Texas Higher Education Coordinating Board (board), to determine
the number and type of credits given for participation in the program.
Requires the district to use money received in accordance with this
subsection to pay costs associated with the cooperative program.
Authorizes the university to use state funds, gifts, grants, and donations
for establishing and coordinating the program.  Requires the university to
use money received in accordance with this subsection to pay costs
associated with the cooperative program. 
 
SECTION 2. Amends Chapter 61C, Education Code, by adding Section 61.078, as
follows: 

Sec. 61.07823. PUBLIC SENIOR COLLEGE OR UNIVERSITY COOPERATIVE EDUCATION
PROGRAM. Authorizes the board to establish and coordinate a cooperative
program with one or more public senior colleges or universities under which
undergraduate or graduate students may be employed by the board to work at
JSC on a part-time or full-time basis.  Requires JSC to place, supervise,
and evaluate each participant in the cooperative program and ensure that
students enrolled in the program perform work related to certain fields of
study.  Requires the public senior college or university, in cooperation
with the board, to determine the number and type of credits given for
participation in the program. Requires the senior college or university to
use money received in accordance with this subsection to pay costs
associated with the cooperative program.  Authorizes the board to use state
funds, gifts, grants, and donations for establishing and coordinating the
program. Requires the board to use money received in accordance with this
subsection to pay costs associated with the cooperative program.   

SECTION 3.Emergency clause. 
  Effective date: upon passage.
