Johnson Space Center (JSC) provides degree-related paid employment to about 150 college students annually. A student's work tours are alternated with periods of full time study at a the student's college or university. This bill would authorize the state to expand the federal college and university level cooperative education programs at NASA-JSC, and allow the state to create a high school cooperative education program at the facility. PURPOSE As proposed, C.S.S.B. 1026 authorizes certain educational institutions to establish cooperative programs to employ students at the Lyndon B. Johnson Space Center. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 130A, Education Code, by adding Sections 130.010 and 130.011, as follows: Sec. 130.010. HIGH SCHOOL COOPERATIVE EDUCATION PROGRAM. Authorizes a junior college district (district) in which the Lyndon B. Johnson Space Center of the National Aeronautics and Space Administration (JSC) is located to establish and coordinate with school districts a cooperative program under which certain high school students may be employed by the district to work at JSC on a part-time or full-time basis during certain times of the school year. Requires JSC to place, supervise, and evaluate each participant in the cooperative program and ensure that students enrolled in the program perform work related to certain fields of study. Requires school districts, in cooperation with the State Board of Education, to determine the number and type of credits given for participation in the program. Authorizes the district to use state funds, gifts, grants and donations for establishing and coordinating the program. Requires the district to use money received in accordance with this subsection to pay costs associated with the cooperative program. Provides that a student is considered to be attending school for the purposes of Section 25.085, while working at JSC during regular school hours. Sec. 130.011. JUNIOR COLLEGE COOPERATIVE EDUCATION PROGRAM. Authorizes a district in which JSC is located to establish and coordinate with one or more junior college districts under which junior college students may be employed by the district to work at JSC on a part-time or full-time basis. Requires JSC to place, supervise, and evaluate each participant in the cooperative program and ensure that students enrolled in the program perform work related to certain fields of study. Requires the district, in cooperation with the State Board of Education, to determine the number and type of credits given for participation in the program. Requires the district to use money received in accordance with this subsection to pay costs associated with the cooperative program. Authorizes the district to use state funds, gifts, grants, and donations for establishing and coordinating the program. Requires the district to use money received in accordance with this subsection to pay costs associated with the cooperative program. SECTION 2. Amends Chapter 109C, Education Code, by adding Section 109.53, as follows: Sec. 109.53. PUBLIC SENIOR COLLEGE OR UNIVERSITY COOPERATIVE EDUCATION PROGRAM. Authorizes the Texas Tech University board of regents (board) to establish and coordinate a cooperative program with one or more public senior colleges or universities under which undergraduate or graduate students may be employed by Texas Tech University to work at JSC on a part-time or full-time basis. Requires JSC to place, supervise, and evaluate each participant in the cooperative program and ensure that students enrolled in the program perform work related to certain fields of study. Requires the public senior college or university, in cooperation with the State Board of Education, to determine the number and type of credits given for participation in the program. Requires the senior college or university to use money received in accordance with this subsection to pay costs associated with the cooperative program. Authorizes the board to use state funds, gifts, grants, and donations for establishing and coordinating the program. Requires the board to use money received in accordance with this subsection to pay costs associated with the cooperative program. Defines "public senior college or university." SECTION 3.Emergency clause. Effective date: upon passage. SUMMARY OF COMMITTEE CHANGES Relating clause. Provides that this Act relates to certain educational institutions under which students may work at JSC. SECTION 1. Amends Chapter 130A, Education Code, by adding Sections 130.010 and 130.011, to set forth guidelines for the establishment and administration of a cooperative program between a district in which JSC is located and certain school districts under which high school students may be employed on a part-time or full-time basis. Sets forth guidelines for the establishment and administration of a cooperative program between a district in which JSC is located and other junior college districts to employ junior college students on a part-time or full-time basis. Deletes proposed Section 29.187, Education Code, regarding the Texas Space Grant Consortium Cooperative Program. SECTION 2. Amends Chapter 109C, Education Code, by adding Section 109.53, to set forth guidelines for the establishment and administration of a cooperative program between the board and one or more public senior colleges to employ undergraduate and graduate students at JSC on a parttime or full-time basis. Deletes proposed Section 51.9305, Education Code, regarding the Texas Space Grant Consortium Cooperative Program.
