DIGEST

Currently, Texas law delegates to governing boards of general academic
institutions, health-related institutions, and technical colleges the
authority to construct, with oversight from the Texas Higher Education
Coordinating Board (THECB), new educational and general space costing less
than $300,000 and to undertake repair and renovation of educational and
general space when the cost is less than $600,000. Due to inflation, and
many projects that would not have previously come before THECB are now
required to come before THECB. S.B. 1059 would establish provisions
regarding certain construction projects by THECB.

PURPOSE

As proposed, S.B. 1059 establishes provisions regarding certain
construction projects by the Texas Higher Education Coordinating Board.

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency.
