DIGEST 

Currently, the jurors serving in the El Paso municipal courts of record are
required to be registered voters in the City of El Paso.  This bill would
revise the qualifications of jurors serving in the El Paso municipal courts
of record to delete the requirement that a juror be a registered voter in
the City of El Paso. 

PURPOSE

As proposed, S.B. 1078 revises the qualifications of jurors serving in the
El Paso municipal courts of record. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 30.00134(b), Government Code, to delete text
requiring a juror serving in the El Paso County municipal courts of record
to be a registered voter in the City of El Paso. 

SECTION 2. Effective date: September 1, 1999.

SECTION 3. Makes application of this Act prospective.

SECTION 4. Emergency clause.
