DIGEST 

Currently, Texas law does not require that campus report cards detail class
size by grade level, subject, or special program.  Parents should only be
informed as to the actual, rather than the average, class  size in which
their student is enrolled.  S.B. 1081 would require certain information
regarding report cards on the performance of public school campuses. 

PURPOSE

As proposed, S.B. 1081 requires certain information regarding report cards
on the performance of public school campuses to be distributed to certain
persons. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Sections 39.052(b) and (c), Education Code, to include
in the information in a report card regarding student/classroom teacher
ratios and class size by grade level, subject, and special program.
Includes in the dissemination of the adoption of certain rules relating to
report cards to each member of the campus-level planning and
decision-making committee established under Chapter 11F.   

SECTION 2.  Provides that the changes in this Act apply beginning with
report cards on the performance of public school campuses issued for the
1999-2000 school year.  

SECTION 3.  Emergency clause.
            Effective date: upon passage.
