DIGEST 

Currently, the federal Community Adjustment and Investment Program (CAIP)
assists communities that suffer job losses resulting from the North
American Free Trade Agreement.  S.B. 1107 would require the Texas
Department of Economic Development, at least once every two years, to
provide CAIP eligibility notices in English and Spanish to each eligible
community and business in this state.   

PURPOSE

As proposed, S.B. 1107 sets forth provisions regarding federal Community
Adjustment and Investment Program information. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Chapter 481K, Government Code, by adding Section
481.165, as follows: 

Sec. 481.165.  FEDERAL ASSISTANCE FOR CERTAIN BUSINESSES AND COMMUNITIES.
Requires the Texas Department of Economic Development (department), at
least once each two-year period, to provide written notice in English and
Spanish to each community and business in this state that is eligible for a
loan, loan guarantee, or any other adjustment assistance under the federal
Community Adjustment and Investment Program (22 U.S.C. Section 290m-2).
Sets forth the required information to be included in the notice of
eligibility.  Requires a community in this state that has requested a
certification of eligibility to notify the department of the request. 

SECTION 2.Emergency clause.
  Effective date: upon passage.
