C.S.S.B. 1107 would require the clearinghouse, at least once every two years, to prepare information on programs and services that will benefit and assist communities that have experienced significant job losses due to NAFTA. PURPOSE As proposed, C.S.S.B. 1107 sets forth provisions regarding the dissemination of information on programs and services to assist certain communities and entities impacted by the North American Free Trade Agreement. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 481K, Government Code, by adding Section 481.1665, as follows: Sec. 481.1665. INFORMATION ON PROGRAMS AND SERVICES FOR CERTAIN COMMUNITIES AND ENTITIES. Requires the Texas Business and Community Economic Development Clearinghouse (clearinghouse), at least once each two-year period, to prepare information on those programs and services described by Section 481.167(b) that will benefit and assist communities and entities that have experienced significant job losses associated with the implementation of the North American Free Trade Agreement (NAFTA). Requires the clearinghouse to provide information in English and Spanish on the Texas Department of Economic Development's (department) Internet website and to each of the governing bodies of the municipalities and counties, chambers of commerce, small business development centers, and economic development centers located in the border region. Requires the information required to be provided to the communities and entities described by Subsection (a) to contain the Internet address of the department's website and the toll-free telephone number of the clearinghouse.
