SRC-JJJ S.B. 1112 76(R) BILL ANALYSIS Senate Research Center S.B. 1112 76R2439 DB-DBy: Shapleigh Intergovernmental Relations 4/12/1999 As Filed DIGEST Currently, funds are allocated from the federal Community Development Block grant program on a regional basis to ensure the equitable distribution of those funds to communities throughout the state. The allocation of funds in the state housing program, however, is currently left to the Texas Department of Housing and Community Affairs (DHCA). As a result, many of the housing developments financed through DHCA are concentrated in urban areas, leaving many smaller cities and rural areas unfunded. S.B. 1112 would establish the allocation of programs maintained by the Texas Department of Housing and Community Affairs to the state planning regions based on population. PURPOSE As proposed, S.B. 1112 establishes the allocation of programs maintained by the Texas Department of Housing and Community Affairs to the state planning regions based on population. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 2306A, Government Code, by adding Section 2306.0021, as follows: Sec. 2306.0021. HOUSING ASSISTANCE ALLOCATION. Requires the Texas Department of Housing and Community Affairs (DHCA) to allocate funds for a program administered by the housing finance division to each established state planning region, using a formula developed by DHCA based on proportion of households in each region in need of housing assistance. SECTION 2. Effective date: September 1, 1999. SECTION 3. Emergency clause.
