Employee input processes such as site-base decision-making are designed to be collaborative in nature and open to employee input and representation without regard to membership in an employee organization. C.S.S.B. 1115 would authorize a school board to adopt a consultation policy with employee organizations. PURPOSE As proposed, C.S.S.B. 1115 authorizes the boards of trustees of school districts to adopt employee organization consultation policies. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 22A, Education Code, by adding Section 22.006, as follows: Sec. 22.006. EMPLOYEE ORGANIZATION CONSULTATION POLICIES. Authorizes the board of trustees of a school district (board) to adopt a policy under which employee organizations are consulted concerning district educational matters specified by the policy. Sets forth requirements for a policy the board adopts under this section. Authorizes the board of trustees to establish criteria to provide for proportional representation of the employee organizations described by Subsection (b) based on the number of employees in the district who are dues-paying members of each organization. SECTION 2. Emergency clause. Effective date: upon passage. SUMMARY OF COMMITTEE CHANGES SECTION 1. Amends Section 22.006(b), Education Code, to set forth requirements for a policy the board adopts under this section. Authorizes the board of trustees to establish criteria to provide for proportional representation of the employee organizations described by Subsection (b) based on the number of employees in the district who are dues-paying members of each organization.
