DIGEST 

Currently, governmental entities that contract for the professional
services of registered nurses or advanced practice nurses must bid
competitively for their services. The Professional Services Procurement
Act, Chapter 2254, Government Code, governs the procurement of professional
services by state agencies and other governmental entities. This Act awards
contracts to professionals on the basis of demonstrated competency and
qualifications to perform their services at a fair and reasonable price.
This Act covers occupations such as physicians, optometrists, and
accountants, but not registered nurses. S.B. 1133 would include
professional nursing or a registered nurse in the definition of
professional services for the purpose of the Professional Services
Procurement Act. 

PURPOSE

As proposed, S.B. 1133 includes professional nursing and a registered nurse
to the Professional Services Procurement Act. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 2254.002(2), Government Code, to redefine
"professional services." 

SECTION 2. Effective date: September 1, 1999.

SECTION 3. Emergency clause.
