SRC-PNG S.B. 1136 76(R)BILL ANALYSIS Senate Research CenterS.B. 1136 By: Shapleigh Border Affairs - Special 6/21/1999 Enrolled DIGEST Currently, in Texas, the efficient flow of trade between Texas and Mexico is threatened by an overburdened infrastructure as well as a lack of coordination between state and federal agencies at crossings at the Texas-Mexico border. This bill requires the governor to designate a border commerce coordinator in his office to address the current problems with the flow of commerce at ports of entry between Texas and Mexico. PURPOSE As enrolled, S.B. 1136 requires the governor to designate a border commerce coordinator. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1.Amends Chapter 772, Government Code, by adding Section 772.010, as follows: Sec. 772.010. BORDER COMMERCE COORDINATOR. Requires the governor to designate a border commerce coordinator in the governor's office. Sets forth the duties of the coordinator. Requires the governor to appoint the coordinator to serve at the will of the governor. SECTION 2. Effective date: September 1, 1999. SECTION 3.Emergency clause.
