This bill allows DPS to recover the cost of publishing the handbooks. PURPOSE As enrolled, S.B. 1169 authorizes the Department of Public Safety to sell advertising in any driver's handbook that it publishes. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 521A, Transportation Code, by adding Section 521.006, as follows: Sec. 521.006. ADVERTISING IN DRIVER'S HANDBOOK. Authorizes the Department of Public Safety (DPS) to sell advertising in any driver's handbook that the DPS publishes. Requires the DPS to deposit proceeds from advertising to credit the driver's handbook advertising account in the general revenue fund, which may only be appropriated for the purpose of administration of this chapter. Prohibits DPS from including in the driver's handbook advertising for an alcoholic beverage or a product promoting alcoholic beverages. Effective date: 90 days after adjournment.
