DIGEST 

Currently, the Department of Public Safety (DPS) distributes 1,085,554
driver's handbooks annually at an agency cost of $231,797.44.  This bill
would allow the DPS to recover the cost of publishing the handbooks. 

PURPOSE

As proposed, C.S.S.B. 1169 authorizes the Department of Public Safety to
sell advertising in any driver's handbook that it publishes. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Chapter 521A, Transportation Code, by adding Section
521.006, as follows: 

Sec. 521.006. ADVERTISING IN DRIVER'S HANDBOOK. Authorizes the Department
of Public Safety (DPS) to sell advertising in any driver's handbook that
the DPS publishes. Requires the DPS to deposit proceeds from advertising to
credit the driver's handbook advertising account in the general revenue
fund, which may only be appropriated for the purpose of administration of
this chapter.  Effective date: 90 days after adjournment. 

SUMMARY OF COMMITTEE CHANGES

SECTION 1.

Amends Section 521.006, Transportation Code, by adding Subsection (b), to
require the DPS to deposit proceeds from advertising in driver's handbooks
into the driver's handbook advertising account.
