SRC-DBM S.B. 1173 76(R) BILL ANALYSIS Senate Research Center S.B. 1173 76R7496 CMR-DBy: Wentworth Economic Development 4/26/1999 As Filed DIGEST Currently, the boards of emergency services districts in counties of 125,000 people or less, must submit an expenditure of more than $15,000 for the purchase or lease of one item or service or more than one of the same or similar types of items or services in the same fiscal year to a competitive bid; however, there are exceptions to this requirement. S.B. 1173 would except a contract for fire extinguishment and suppression services, emergency rescue services, or ambulance services from competitive bid requirements. PURPOSE As proposed, S.B. 1173 sets forth provisions regarding competitive bid requirements for certain emergency services districts. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 776.074(h), Health and Safety Code, to provide that this section does not apply to a contract for fire extinguishment and suppression services, emergency rescue services, or ambulance services. Makes conforming changes. SECTION 2.Effective date: September 1, 1999.
