DIGEST 

Currently, specially designed license plates for the Young Men's Christian
Association (YMCA) in Texas are not allowed to be issued by the Texas
Department of Transportation.  S.B. 1176 sets forth provisions for the
issuance of a special license plate in honor of the YMCA. 

PURPOSE

As enrolled, S.B. 1176 requires the Texas Department of Transportation to
issue specially designed license plates in honor of the Young Men's
Christian Association, to certain persons. 

RULEMAKING AUTHORITY

Rulemaking authority is granted to the Texas Department of Transportation
in SECTION 1 (Section 502.299(c), Transportation Code) of this bill. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Chapter 502F, Transportation Code, by adding Section
502.299, as follows: 

Sec.  502.299.  TEXAS YMCA.  Requires the Texas Department of
Transportation (TxDOT), to issue license plates in honor of the Young Men's
Christian Association (YMCA).  Requires TxDOT to issue this license plate
to certain persons.  Requires TxDOT, by rule, to establish an annual
registration fee that does not exceed the amount needed to recover the cost
of issuing the license plates under this section. 

SECTION 2.  Effective date:  September 1, 1999.
