DIGEST 

Currently, members of an agricultural cooperative marketing association may
provide for a member association or group to have more than one vote if the
member association meets certain qualifications.   S.B. 1241 would expand
the requirements to require the member association to be organized
primarily for the purpose of activities involving grain or grain-related
products. 

PURPOSE

As proposed, S.B. 1241 sets forth provisions regarding voting by members of
an agricultural cooperative marketing association. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.Amends Section 52.085(b), Agriculture Code, to authorize an
association organized under Chapter 52, Agriculture Code, (association) to
provide in its articles of incorporation or bylaws for a member association
or group to have more than one vote if the association providing for the
vote is organized primarily for the harvesting, preserving, drying,
processing, canning, storing, handling, shipping, marketing, selling, or
use of grain or grain-related products. 

SECTION 2.Emergency clause.
  Effective date: upon passage.
