DIGEST

Currently, Texas law allows landowners to establish water quality
protection zones in the extraterritorial jurisdiction and "outside the
corporate limits" of cities with a population greater than 5,000. To
establish such a plan, the landowner must get the plan approved by the
Texas Natural Resource Conservation Commission (TNRCC). S.B.1270 would
allow those areas that have been subjected to limited purpose annexation
to be included in a water quality protection zone and to be provided with a
full range of municipal services under a plan approved by TNRCC.

PURPOSE

As proposed, S.B. 1270 designates water quality protection zones in certain
areas.

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency.
