SRC-PNG S.B. 1279 76(R) BILL ANALYSIS Senate Research Center S.B. 1279 By: Wentworth Intergovernmental Relations 4/12/1999 As Filed DIGEST Currently, there is unreasonable and often unnecessary delays in the emergency communication districts' budget approval process, adversely affecting the operation of the public safety system. This bill would streamline the budget approval process of emergency communication districts. PURPOSE As proposed, S.B. 1279 streamlines the budget approval process of emergency communication districts. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Sections 772.309(b), (c), and (d), Health and Safety Code, to require the governing body of a county, municipality, or other participating jurisdiction (body) to approve the budget of the emergency communication district (budget) unless the body finds that the board of managers of an emergency communication district abused its discretion in preparing the budget. Provides that the budget is approved by operation of law, if the body does not approve or disapprove the budget by a certain date. Makes conforming changes. SECTION 2. Effective date: September 1, 1999.
