DIGEST 

Currently, Travis County has four criminal district courts.  In 1997, there
were 4,151 cases pending before each Travis County criminal district court,
and a backlog is growing.  S.B. 1350 would create two judicial districts in
Travis County. 

PURPOSE

As proposed, S.B. 1350 creates two judicial districts in Travis County.

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Chapter 24C, Government Code, by adding Sections 24.559
and 24.560, as follows: 

Sec. 24.559.  414TH JUDICIAL DISTRICT (TRAVIS COUNTY).  Provides that the
414th Judicial District is composed of Travis County, and shall give
preference to criminal cases. 
 
Sec. 24.560.  415TH JUDICIAL DISTRICT (TRAVIS COUNTY).  Provides that the
415th Judicial District is composed of Travis County, and shall give
preference to criminal cases. 

SECTION 2.  Provides that the 414th and 415th Judicial Districts are
created September 1, 1999. 
            Effective date: September 1, 1999.

SECTION 3.  Emergency clause.
