SRC-ARR S.B. 1352 76(R)BILL ANALYSIS Senate Research CenterS.B. 1352 By: Barrientos Education 6/30/1999 Enrolled DIGEST Currently, Texas law authorizes public junior colleges to enter into an agreement with a school district to offer courses to high school students if the course credit meets a student's academic requirements for graduation. However, many courses offered by public junior colleges may benefit high school students even if they are not required for graduation. S.B. 1352 will authorize public junior colleges to enter into agreements with a school district to offer high school students courses if the courses are not required by the school district for graduation. PURPOSE As enrolled, S.B. 1352 regulates course credits offered under an agreement between a school district and a junior college. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 130.008, Education Code, to authorize a public junior college to offer a course in which a student attending a high school operated by the school district may enroll and for which the student may simultaneously receive course credit toward the student's high school academic requirements. Deletes text regarding course credit toward graduation. SECTION 2. Effective date: September 1, 1999. SECTION 3. Emergency clause.
