DIGEST 

Currently, the employees of the Texas School for the Blind and Visually
Impaired and the Texas School for the Deaf are at a disadvantage in
receiving longevity pay, because they operate on a school calendar.  This
bill provides for longevity pay for the employees of the Texas School for
the Blind and Visually Impaired and the Texas School for the Deaf for
certain months in which they are on full-time paid status on the first
workday for which the school has work scheduled for the employee. 

PURPOSE

As enrolled, S.B. 1354 provides for longevity pay for the employees of the
Texas School for the Blind and Visually Impaired and the Texas School for
the Deaf certain months in which they are on full-time paid status on the
first workday for which the school has work scheduled for the employee. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 659.043, Government Code, to provide that the
employees  of the Texas School for the Blind and Visually Impaired and the
Texas School for the Deaf are entitled to longevity pay for certain months
in which they are on full-time paid status on the first workday for which
the school has work scheduled for the employee, notwithstanding Subsection
(a)(2). 

SECTION 2. Effective date: September 1, 1999.

SECTION 3. Emergency clause.
