SRC-PNG S.B. 1354 76(R) BILL ANALYSIS Senate Research Center S.B. 1354 By: Barrientos Finance 4/16/1999 As Filed DIGEST Currently, the employees of the Texas School for the Blind and Visually Impaired and the Texas School for the Deaf are at a disadvantage in receiving longevity pay, because they operate on a school calendar. This bill would provide for longevity pay for the employees of the Texas School for the Blind and Visually Impaired and the Texas School for the Deaf in any month in which they are paid for any portion of the month. PURPOSE As proposed, S.B. 1354 provides for longevity pay for the employees of the Texas School for the Blind and Visually Impaired and the Texas School for the Deaf in any month in which they are paid for any portion of the month. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 659.043, Government Code, to provide that the employees of the Texas School for the Blind and Visually Impaired and the Texas School for the Deaf are entitled to longevity pay for any month in which they are on paid status for any portion of that month, notwithstanding Subsection (a). SECTION 2. Effective date: September 1, 1999. SECTION 3. Emergency clause.
