These libraries are subject only to the internal policies in the institutions of which they are a part, but this exemption does not apply to junior colleges. S.B. 1363 will authorize the acquisition of library materials by a junior college district. PURPOSE As enrolled, S.B. 1363 authorizes the acquisition of library materials by a junior college district. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 130A, Education Code, by adding Section 130.010, as follows: Sec. 130.010. ACQUISITION OF LIBRARY MATERIALS. Defines "library goods and services." Authorizes a junior college district to acquire library goods and services in any manner authorized by law for the acquisition of library goods and services by a public senior college or university, as defined by Section 61.003, notwithstanding any other law governing purchasing by a junior college district. SECTION 2. Emergency clause. Effective date: upon passage.
