DIGEST 

Currently, the Fort Bliss Military Reservation in El Paso is used by the
Texas National Guard for a variety of training activities.  This 1.1
million-acre United States army post may have the potential for greater use
as a military training ground; however, no state agency has ever conducted
a comprehensive study to determine if  the Fort Bliss Military Reservation
is being used to its full potential.  S.B. 1379 requires the adjutant
general to conduct a study on the use of Fort Bliss for National Guard
training. 

PURPOSE

As enrolled, S.B. 1379 requires the adjutant general to conduct a study on
the use of Fort Bliss for National Guard training, and sets forth
requirements of the study. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Requires the adjutant general to conduct a study of the Texas
National Guard's use of Fort Bliss Military Reservation in El Paso for
training activities.  Sets forth required information to be included in the
study.  Requires the adjutant general to report study findings to the
governor, lieutenant governor, and speaker of the house by January 1, 2001. 

SECTION 2.  Effective date:  September 1, 1999.
  Expiration date of this Act:  September 1, 2001.

SECTION 3.  Emergency clause.
