DIGEST 

Currently, formulas for state funding of programs are often outdated or
noneffective.  This bill would require the comptroller of public accounts
to review and study the effects of formulas for state funding on programs
and institutions in the national border area. 

PURPOSE

As proposed, S.B. 1386 requires the comptroller of public accounts to
review and study the effects of formulas for state funding on programs and
institutions in the national border area. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Requires the comptroller of public accounts (comptroller) to
review the formulas used to determine state funding of programs and
institutions in counties that share a border with the United Mexican
States; to study how state funding of programs and institutions in those
counties under the formulas affects certain efforts, as compared to state
funding of programs and institutions in other areas of the state; and
report the results of the required study to the governor, lieutenant
governor, the speaker of the house of representatives, and the
commissioners court of each county that shares a border with the United
Mexican States, before September 1, 2000. 

SECTION 2. Emergency clause.
  Effective date: upon passage.
