DIGEST

Currently, the El Paso County Juvenile Board (board) is composed of the
county judge, El Paso County's family district court judges and juvenile
court judges, and up to five judges serving on the El Paso Council of
Judges. The Texas Judicial Council and its committee on juvenile justice
reform/impact on the courts have recommended that membership on the board
be expanded. The committee also recommended that judges from other local
courts who have jurisdiction over juveniles to be included on the board in
order to permit all of the courts with jurisdiction over juveniles to work
together to address juvenile crime. S.B. 1389 would add a justice of the
peace and a municipal court judge to serve on the board.

PURPOSE

As proposed, S.B. 1389 adds a justice of the peace and a municipal court
judge to serve on the El Paso County Juvenile Board.

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency.
