SRC-JXG S.B. 1389 76(R) BILL ANALYSIS Senate Research Center S.B. 1389 76R2463 DB-DBy: Shapleigh Intergovernmental Relations 4/12/1999 As Filed DIGEST Currently, the El Paso County Juvenile Board (board) is composed of the county judge, El Paso County's family district court judges and juvenile court judges, and up to five judges serving on the El Paso Council of Judges. The Texas Judicial Council and its committee on juvenile justice reform/impact on the courts have recommended that membership on the board be expanded. The committee also recommended that judges from other local courts who have jurisdiction over juveniles to be included on the board in order to permit all of the courts with jurisdiction over juveniles to work together to address juvenile crime. S.B. 1389 would add a justice of the peace and a municipal court judge to serve on the board. PURPOSE As proposed, S.B. 1389 adds a justice of the peace and a municipal court judge to serve on the El Paso County Juvenile Board. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 152.0771(a), Human Resources Code, to provide that the juvenile board of El Paso County is composed of the presiding municipal judge from the City of El Paso, a justice of the peace in El Paso County, selected by majority vote of all the justices of the peace in the county, and certain judges. SECTION 2. Effective date: September 1, 1999. SECTION 3. Emergency clause.
